Run a test for yourself using both settings and see which one you prefer. In any case, if extending your battery life for more movie playback time is your primary goal, definitely use the smaller scale and lower frames per second speed.

Second Tip: Disregard your fast forward button

Regarding saving the movie ipod battery power, the disadvantages of using fast forward button on your iPod far out weighs the advantages.
